Abstract

Politička moć temelji se na stanovništvu, ali izvire iz geografskog prostora u kojem to stanovništvo djeluje. Taj se prostor može podijeliti na dva osnovna; ruralni i urbani pa tako i politička moć. Geografija izbora proučava geografske aspekte organizacije, provedbe i rezultata izbora. Vanjski objekt interesa geografije izbora su izbori dok je unutrašnji objekt interesa međusobni utjecaj izbora i prostorne stvarnosti. Geografskom metodologijom možemo širiti obzor znanstvenog razumijevanja ovog predmeta istraživanja te se znatno približiti općim ciljevima putem strukturiranja i razumijevanja odnosa društveno-političkog uređenja i prostorno-vremenskog kontinuuma. Oblikovanjem izbornih sustava možemo utjecati na prostornu raspodjelu političke moći te time indirektno utjecati na javnu politiku i percepciju određenog prostora u društvu. Izborni sustav smatra se sredstvom ostvarenja javne politike (e.g. demografske, gospodarske, okolišne, sustava domovinske sigurnosti itd.). Nažalost, ne posjeduje svaki izborni sustav potencijal utjecanja na javnu politiku uslijed nemogućnosti dostatnog utjecaja na prostornu raspodjelu političke moći promjenom elektoralnogeografske regionalizacije ili statističke metodologije. Jednomandatni elektorski sustav pokazuje najveći potencijal zbog svoje prostorne determiniranosti te predstavlja potencijalnu alternativu trenutačnom neuravnoteženom hrvatskom izbornom sustavu...

Abstract (english)

Political power originates from the population, but it is geospatially grounded in the area where population lives. These areas are divided into two basic forms; rural and urban space and political power is distributed amongst those spaces. Electoral geography researches the geographical aspects of the organization, implementation and results of democratic elections. The electoral geographic outer object of interest are elections themselves while the inner object of interest is the relation and interaction of elections and spatial reality. Using geographic methodology, we are able to expand scientific understanding of this subject and, by doing so, contribute to universal interests by structuring and explaining the relation between the socio-political system and the space-time continuum. Through the modification of electoral systems, we are able to change the spatial distribution of political power and by doing so, influence public policy and perception about either rural or urban spaces. Therefore, electoral systems are considered one of the tools for pursuing public policies (e.g. demographic, economic, ecologic, homeland security etc.). Unfortunately, not all electoral systems contain the potential to influence public policy due to the inability to adequately alter the spatial distribution of political power through modifying the electoral geographic regionalization or the statistical methodology of the electoral system. The single-seat electorate system represents the greatest potential due to its spatial determination and should be considered as a potential alternative to the unbalanced electoral system in use in Croatia...
