Abstract

U današnjem svijetu interes za javnu odgovornost i proračunsku transparentnost raste. Transparentnost proračuna omogućuje da građani pravovremeno dobiju uvid u realno financijsko stanje, da i sami doprinose proračunskom procesu te da prate i vrednuju rad državne vlasti. U radu se analiziraju nezavisne odrednice 31 jedinice lokalne samouprave s cijelog područja RH. Uzorak je biran proizvoljno. Za medijan je postavljen grad Ivanec te je njemu pridodano 15 gradova s manjim, odnosno s većim brojem stanovništva. Provodi se Poissonova regresija kako bi se ispitalo utječu li politička ideologija, pristup širokopojasnom Internetu, veličina lokalne jedinice, dohodak, prihodi, suficit / deficit te direktan dug po stanovniku na otvorenost proračuna navedenog uzorka. Dobiveni rezultati pokazuju da samo dvije od sedam pretpostavljenih varijabli utječu na razinu proračunske transparentnosti. To su postotak kućanstva koja koriste širokopojasni Internet i dohodak po stanovniku.

Abstract (english)

The interest in public accountability and budget transparency nowadays increase. Budget transparency give citizens insight into the real financial situation, allows them to contribute to the budget process and to evaluate the work of the state government. The paper analyzes the independent determinants of 31 local units from the entire territory of the Republic of Croatia. The sample was arbitrarily. The city of Ivanec was set up for the median, and 15 cities with a smaller and 15 cities with a larger population were added to it. Poisson's regression is being conducted to determine whether political ideology, broadband Internet access, local unit size, income, income, surplus / deficit and direct debt per capita influence the openness of the budget of the said sample. The obtained results show that only two of the seven presumed variables affect the level of budget transparency. This is the percentage of households using broadband Internet and per capita income.
