Abstract

Uspostava zaštićenih područja (ZP) je glavni alat zaštite ekosustava od kontinuiranog gubitka bioraznolikosti. No, sama uspostava ZP-a ne podrazumijeva i održavanje stanja i/ili smanjenje gubitka bioraznolikosti. Da bismo ispunili sveobuhvatan cilj očuvanja biološke raznolikosti, održivo korištenje morskih resursa i poboljšanje kvalitete života obalnih zajednica moramo osigurati učinkovito upravljanje zaštićenim područjem. Pomaže otkriti slabosti upravljanja ZP-em i pritiske i prijetnje s kojima se ZP suočava. Kao alat za procjenu upravljanja provedenu u Parku prirode Lastovsko otočje, korišten je Vodič za brzu procjenu upravljanja mediteranskim zaštićenim morskim područjima, kojeg su izradili WWF Italy i IUCN-ov ured za Mediteran (IUCN Med Office) u okviru MedPAN North projekta. Na temelju rezultata procjene jače strane upravljanja Parkom su: donošenje odluka u upravljanju, ciljevi ZP-a, pravna sigurnost i upravljanje financijama. Slabosti upravljanja Parkom istaknute u istraživanju su: financiranje, osoblje, planiranje upravljanja, istraživnje i monitoring, objekti za posjetitelje i nepostojanje istraživanja vezanih uz ključna društvena pitanja. Abstract (english)

The establishment of protected areas is a major tool to protect the ecosystem from the continuous loss of biodiversity. However, the very establishment of the protected area (PA) does not include the maintenance of status and/or reducing the loss of biodiversity. To achieve our overarching goal of preserving biological diversity, the sustainable use of marine resources and improve the quality of life of coastal communities we need to ensure effective management of protected areas.... More Evaluating the effectiveness of management in PAs helps to define what extent management protect values and achieve the purpose and goals. It helps us to discover management weaknesses and the pressures and threats PA face with. The Guide for quck evaluation of management in Mediterranean MPAs is used as a tool for assessing the management in Lastovo Archipelago Nature park, which was developed by the WWF Italy and IUCN Med Office within MedPAN North Project. Based on the results of the assessment Park management strenghts are: management decision making, PAs objectives, legal security and financial management. Management weaknesses highlighted in the study are: finances, staffing, management planning, research and monitoring, facilities for visitors and the lack of research related to key social issues.
